Unless you know what the numbers mean you cant know the tuning of these Rotosound strings. There is absolutely no indication in the ad, in the picture, or even on the box the manufacturer packs them in, of what the letters of the tuning is. So use my experience and know that the tuning here ( 23 29 29 23 ) is NOT GCEA. Its a higher soprano/concert style ADFB. They may be still tuneable to the lower notes but I don't know how. I'm sure they are fine strings. can't say as I wont be using them.
